If we are talking about the source code of the game then it can't happen because the creator of Newgrounds Rumble (NegativeONE) isn't active on Newgrounds and hasn't given anyone the source code to the game so a rerelease/HD remaster is impossible unless NegativeONE came back and gave us the source code to rerelease the game to Steam but the source code is likely gone. The only thing we have is the 9 sprites that are available for free to download that Mindchamber created when working on Newgrounds Rumble.
However, a remake of Newgrounds Ruble is possible and has been talked about by Newgrounds staff but it hasn't gone anywhere and IMO I don't want a remake on the original game. The original game is fine as it is for a flash game and you can still play the game on Flash Point and on Newgrounds (the Newgrounds version is buggy but it is playable, you need to check the comment section for a fixed version). Also, it's been 15 years so getting a remake of the game isn't worth it and is better off getting a sequel/reboot.
Now a sequel/reboot of Newgrounds Rumble is confirmed and is in the works created by Mindchamber who worked on the original Newgrounds Rumble game for a lot of the sprites. Mindchamber has been working on a Newgrounds Rumble sequel DOC for 10 years and is looking for a programmer to get a demo out hopfully in summer 2023. I do hope that the demo is sucessful so more people can work on the project and get the game release on Steam. I hope that Mindchamber finds a programmer soon to get the demo in full production.
